Robert W. (Bill) Gilmer
Vice President in Charge, El Paso Branch
Federal Reserve Bank of Dallas

Bill Gilmer is vice president in charge of the El Paso Branch of the Federal Reserve Bank of Dallas. He also oversees economic research and public affairs for the Houston Branch, as well as information technology and payment system risk. He serves as editor of two of the bank's regional publications, Houston Business and Crossroads, and his research is focused on economic and energy conditions on the Texas Gulf Coast, in the state's border cities, and in West Texas and New Mexico.

Gilmer holds an MA and a PhD in economics from the University of Texas at Austin. Before joining the Fed, Gilmer spent seven years on the chief economist's staff at the Tennessee Valley Authority. He also worked as a research economist at the Institute for Energy Analysis in Oak Ridge, Tennessee (1976–82), and the Institute for Defense Analysis in Arlington, Virginia (1973–76). Gilmer spent 1972 as an intern in the Texas governor's office. During 1987–88 he was a visiting research professor at Ball State University in Muncie, Indiana.
